This project was initiated in late 2006 to encourage language development at the community level and develop Hapu and Iwi collaboration of te reo initiatives.
Primary Objective:
To assist Raukawa marae to develop and achieve their reo aspirations.
Raukawa marae are contacted to produce a representative to attend workshops held throughout the year in different parts of the Raukawa rohe.
The workshops cater for the particular reo needs of the representatives and marae to encourage language planning and the process for language planning at the marae level, with the objective in mind that representatives would return to their marae and begin the process.
Generally, there are three marae types that attend the hui:
1. Marae who have initiated language plans
2. Marae who are building language plans
3. Marae who have not yet started to plan
The language planning workshops generally cover the following areas:
- Marae representative updates
- Current marae status – reo initiatives
- What is language planning?
- Why is long term planning for te reo important?
- What are the important areas of a language plan?
- People / support required to develop a plan
- Marae Language Initiative / Planning examples
- Drafting areas of the plan
- Creating a long term vision
- Developing long, medium and short term goals
- Possible funding opportunities for initiatives
- Collaborative initiatives
- Starting the process
- Ma Te Reo application process for language planning
Positive Results
During 2006-07, 20 marae were involved to some degree in the project. Of the 20 engaged marae, 8 are working towards developing long term language plans. 2 of the 20 have already developed language plans in 2007 and were instrumental in providing advice and support to other marae.
Marae Language Planning 2008
Representatives will continue to meet throughout the year to build on positive outcomes from the previous year. We will also be encouraging and supporting other marae and hapu who were not involved in the previous year to come along, and share ideas.
Goal 1: Every marae in the rohe will plan the steps to achieve their own reo aspirations, and drive their own reo restoration by 2012

Goal 2: Early adopters in the rohe will be teaching their key leaders of individual whānau how to plan their own steps to achieve their own reo aspirations, and drive their own reo restoration by 2012. Every marae by 2015.
It is clear that a iwi led ‘top down only’ approach to Raukawa revitalization aspirations can only bring partial success. There must be drivers at all levels of Raukawa society, including marae, whānau, households and maybe even individually.
Fortunately, the rapidly declining number of ‘paepae able’ speakers on marae, with the absence of younger speakers coming through is a huge concern to many marae. This kaupapa encourages marae to plan long term and thorough solutions to this problem. Although we are teaching and supporting marae the process, the solutions are more likely to be effective as they are the marae’s own and not Raukawa Trust Board’s.
This kaupapa started with four hui in the summer of 2006-7. In 2008 we have started the third round of these hui. The progress is as follows:

There are also a number of marae who have decided to step aside due to treaty or other issues. Our kaupapa is to assist and encourage any marae no matter who. Raukawa Reo have also been asked to teach on language planning in Kāwhia Moana. Marae within our programme are assisting some of their relatives in Waikato.
